In accordance with the powers granted by the Constitution to the Grand Master, I hearby issue this legally binding directive, which shall work alongside Section 1.5 of our Constitution.

1. Any person who does not already hold citizenship in Cynosure, is not lawfully banned from the forum, and is not designated Persona Non-Grata by the Grand Master or the Senate, shall be eligible to apply for citizenship.
2. All Citizens that have nations in the NS region shall gain the Resident perk.
   1. The Cynosure Order shall check the status of each Resident’s nation at the start of each month, and if that nation does not reside in Cynosure, the Resident shall be contacted. For any Resident’s whose nation is present, they shall receive a monthly dividend of 20 Cyno Coins.
   2. Five days after the contact, any resident whose nation is not located in Cynosure, or who had not moved another nation into Cynosure and informed the Cynosure Order, shall have their Resident perk revoked and shall lose access to the Resident group.
3. Senate judicial panels may remove a person’s citizenship as a criminal sanction.
4. This directive shall be voided as part of a successful passage of a citizenship act by the Senate.
