In accordance with the powers granted by the Constitution to the Grand Master, I hearby issue this legally binding directive.

1. Citizens can request either cultural or roleplay based groups. Such requests must be made by citizens in groups of three, with one citizen taking admin control over the group, and the other two acting as initial members.
2. The Cynosure Order can create groups that can be either governmental, embassy or administratively based.
3. All groups will gain access to a group logo and banner, a personal forum, and group docs.
4. Groups can either be public with open access, public with invite access, private, or hidden. Citizen led groups may only be public.
5. Roleplay groups may ask for additional forums. These forums shall be placed inside their original forum.
6. The Cynosure Order retains the right to reject or close any group for any reason.
